U.S. Congressman, Scott Perry has accused the United States Agency for International Development (USAID) of indirectly funding terrorist organisations through mismanaged foreign aid, claiming that billions of taxpayer’s dollars are being funneled into extremist groups like ISIS, Al-Qaeda, Boko Haram, and others.

Speaking during a congressional hearing, Perry alleged that $697 million annually is allocated to programmes that claim to support education and humanitarian efforts but instead fuel terrorism. 

He pointed to Afghanistan, questioning the legitimacy of a $60 million annual women’s scholarship programme, despite the Taliban’s strict ban on women speaking in public or attending school. He also raised concerns over a $5 million young women’s leadership programme, suggesting that the money is not reaching its intended beneficiaries. 

Perry’s condemnations extended to Pakistan, where USAID has spent $840 million over the past two decades on education-related projects, including $136 million to construct 120 schools. However, he claimed there is no evidence these schools were ever built, adding that inspectors have been unable to verify them.

He also condemned a $20 million allocation for educational television programme, arguing that the physical schools these programmes were meant to supplement “do not exist”. 

Perry who called for urgent oversight and a halt to what he described as reckless spending, warned that American taxpayers are unknowingly financing terrorism.

His fiery remarks have sparked intense debate, fueling demands for a full investigation into USAID’s financial activities and greater accountability in U.S. foreign aid distribution.
